Couple of Employee Unable to see the Organization goals

Summary:

I have uploaded the ORG goals for the ORG owner and published it using HDL. There were 6 goals that were uploaded. Most of the employees can see the goals except for 2.

There is one employee who can see only 5 goals and another employee who can see only 2 goals.

Strangely the manager of the employee who can see only 5 goals can see all 6 goals.

Any idea what could be the issue?
