Evaluation is locked due to approval is 'In-progress' in goals page.

Hi Team,

Employee has submitted the goals on Oct 16,2023 and it was showing as pending approval status initially. Meanwhile, Performance document is also assigned to the employee. Employee unable to provide her evaluation as approval is pending in goals page.

So, HR Admin has tried to approve the transaction on behalf of manager.

HR Admin has approved the transaction today by reassigning to herself, But now its showing in 'Auto Recovery' status in Transaction Console page. Still employee could not evaluate the document because of approvals are in-progress in goals.

Why this is happening even after approved from HR Admin end? Please update.
