Make opportunities and activities non-deletable

I would like to implement settings that will prevent users with certain roles from deleting opportunities and activities.

I considered removing the delete button from the layouts, but there were so many layouts that it wasn't practical.
Next, I tried removing deletion permissions through data policy management, etc., but I was still able to delete things that I am the owner of, so I would like to achieve this by removing specific deletion permissions from the job role.
I would like to know the name of the authority for the security policy.
