Can I make my compensation worksheet to be visible only to selected employees

Summary:

Hi Experts,

Can we make the compensation worksheets visible to 4 employees, given this list includes an employee, a manager with no managers reporting to him, department director and director general.

All the 4 participants should have the same view. should be able to "Manage Budgets" and allocate the compensation.

The allocation is done by the employee and the rest 3 are the approvers of the worksheet. but all of them needs to be given equal access and privileges.

I tried through Position Hierarchy but since the person allocating the money is an employee, he does not have an "manage budget" button.
