"Submit" goals button is not available

Summary:

Hi Experts,

For the employees in the goal page. The "Submit" Button is missing. If I edit a goal there used to be a submit and discard changes banner. but now I see only the edit weights banner and the other one is missing.

Can someone please assist. what m i missing here?
