Need to add talent profile Attachments in the Document Records

I have a client requirement that attachments in the Skills & Qualifications area (N: Me>Career and Performance>Skills and Qualifications>Attachments) also be part of Employee's Document of Records. I have not found any documentation that this can be done. 

Does anyone have any documentation they can share that would indicate if this is an option or not?
