Eligibility Profile - Absence Plan not assigned when home location provided

Summary:

We are trying to absence plan based on Home Location in Eligibility Criteria (No Worklocation.) to the employees. We provided couple of information in eligibility criteria but it didn't assign Absence Plan to the newly employees.
Please suggest how this functionality can be used?
