How to restrict Employee to Delete an completed Leave

Hi All

We have requirement that how we can restrict Employee to Delete the completed annual leave , but employee should able to edit the complete leave

or work flow need to trigger if employee is deleted the leave type ,I tried the option Lock if completed for employee but it will not allow to edit .

is there is any solution possible
