How to count for 0.00 entries in a WFC Cycle with assignment segments?

Summary:

We have a compensation plan where we utilized assignment segments. However, when a manager goes in to Workforce Compensation to allocate a 0.00% in the assignment row segments and applies te 0.00%, the parent row 0.00% is not accounted for in the compensation associates counter. How can we include and 0.00% scores into the overall compensated associates counter?
