How to create new absence type

Hi, we're new to Oracle and want to create a new absence type as mentioned.

The requirements include:
1. only employees who have been served 1 year or above are eligible for this absence (have done the validation by creating a fast formula)

2. eligible employees can only take birthday leave in their birthday month, e.g. staff a's birth date is on 15 Apr, he can take the leave from 1 Apr to 30 Apr. For those who are going to complete their 1st year of service in the middle of their birthday month, they can still take the leave from the 1st day of that month. E.g., staff b will complete his 1st year of service on 15 Apr and his birth date is on 20 Apr, he can still take the leave from the 1st day of that month.
