The regional component creation couldn't be completed.

The above vertex code error is observed upon hiring an employee in US Legal entity.

We do not have payroll license, hence submitting Load Geography for US scheduled process errors out.

The issue is persistent in both classic and RUI mode, observed recently in 24B patch upgrade, was working fine till 24A.

Featured for country or territory for US Legislation has Selected Extension as Human Resources or None and Address Style as Postal Address.
