Will a goal nudge send an email to an employee who does not have assigned goal plan?

Summary: We have a significant number of employees who are excluded from goal plan assignment because of the eligibility profile being used - will a goal nudge send an email to an employee who does not have assigned goal plan? My assumption is no…but don't see any specific documentation and testing is complicated since we don't have a dev environment where we can limit restrict the goal plan assignments so as not to send emails to a large population.
