How to add Description in Skill and Qualifications section

Summary:

Hi,

I tried to fill "Description" area of each Skill and Qualifications sections. E.g. Languages section, as you can see below, shows something written in "Section Description" area:

I would expect this to appear in the dedicated section in Skill and Qualification. However, this is not the case:

Basically, I would need some sort of label/description to appear in each section as shown below:

Would that be feasible? If yes, how to achieve it?
