Enforcing Rating Distribution condition for Manager's direct and indirect reports

Hello Experts,
We have below scenario in performance rating distribution
If a manager having 10 direct reports he should able to give ratings only for 2 people 5 ratings (On a scale of 1-5) and for 4-6 reports: 4 ratings and for the rest of reports he can provide 3 ratings or below.
Similarly, his below hierarchy should follow above rule accordingly.
The business idea is here to eliminate the manual intervention of calibration process if system enforces above conditions at Manager evaluation stage.
