Performance Document Manager (with NO line manager access) unable to access the performance document

For One of the anytime performance documents > We have enabled the setting in the performance document where in employees can choose the performance document managers.
Currently, employees are able to pick and choose the performance document managers successfully.

This works well for the performance document managers who have the line manager access and they are able to view these requests under my Team.
However, performance document managers who don't have Line Manager access are not able to view these requested performance documents.
