Custom time card field is not taking any number

We want to display an override pay rate field on the timecard. A custom value set that can take a simple character input is setup. A time entry layout component with a custom time attribute with the above value set is created. It shows on the timecard but not allowing to enter any no. in the text box/field.

The same works in our internal pod.
