Option 'Enable editing of hours and time with change request' is disabled

Summary:

There is option on Time Layout set where we can check/uncheck ' Enable editing of hours and time with change request'. The expectation is when we do not check this option then no editing of hours on change request will be possible. However, even after keeping this option unchecked, employee is able to raise change request and edit hours in change Request.
