Restricting talent profile approval transaction when license is added

Whats the Privilege for restricting the transaction that goes for approval when a License is added to a candidates profile.
Navigation My Clients Group Quick Actions > Show More > Talent > Talent Profile 

Because from our custom role its going for approval but when we add human resource specialist view all then it is not.
