Why is the job title on Skills and Qualifications (Redwood) different than the rest of the system?

Summary:

Since going live with the Redwood version of Skills and Qualifications, we have had numerous employees report an incorrect job title listed below their name. This is not affecting everyone, but many. It seems to be pulling in the first job they ever had with the organization.
