Is there a diagnostic report/tool for absence global transfer data?

Summary:

Global transfers are not always transferring the absence balance to the new assignment after a global transfer. It works most of the time, but for example yesterday we had 22 people whose balances did not transfer, and instead paid out as they would if they were no longer eligible for the plan. The people were indeed eligible for the same plan, same LDG under the new department, and the system created the new plan, but did not transfer the balance.

Is there a way to run a diagnostic of global transfer data to see if there are any clues as to why they didn't transfer? I looked around under "Run Diagnostic Tests" for something regarding global transfers and don't see anything.
