Send license and certification expiration notification HR, HRBPs, HODs

Summary:

Possibility to send expiration notifications to people outside of HR? For example: when a First Aid certificate is about to expire, can notifications also be sent to the Head of Business First Aid (Hoofd BHV) instead of to HR?

The Oracle system supports emails and alerts to notify employees and managers of expired and expiring licenses and certifications.
The solution is not currently available to send the notification to anyone other than the employee and manager.

Workarounds to be identified.
