How to set up delegations on Expense report approvals not using the self service vacation setting

Summary: My employer has opted not to turn on the self service delegation processes where staff members could have set up a vacation period.

Without this functionality is there a way to set up Expense report delegations?

Please note, it would be a central team processing the delegation, rather than the user themselves
