How to set restrict scheduled hour but allow input overtime hour

Hi Support,

We have a requirement that the employee cannot input daily schedule hour over 8 hours but they can input overtime instead. For example: Today he works 11 hours in total. He should input straight time 8 hours + overtime 3 hours = 11 hours. He cannot input straight time 9 hours + overtime 2 hours = 11 hours.

How can system block this.
