Goal Subtype field is not showing drop down values when we add goal in goal library

Hi Team,

We have configured goal subtype with 5 drop down values. However, subtype drop down values are not showing when we add goal in goal library. Its working fine in one development instance, However, its not working in another development instance what could be reason?

We have enabled redwood page
