Participant Feedback functionality

Summary:

In Goals & performance module, we are using Participant Feedback functionality in the Talent Module. During the process, the HR specialist picks the participant (mentor), and we see that if the Line Manager fills in the PIP Template before the Participant, the selected participants are unable to access and submit the Participant Questionaries. Is this standard behavior
