Remove "Request Change" from drop down in timecards

Summary:

We are aware of how to remove the "Request Change" tile from Time and Absences, but we want to remove the drop down feature as well (see first image below)

"Enabling editing of hours and time with change request" is turned off in time layout sets (see second image below)

Could you please let us know how to do this?
