Any way possible for new rates to be effective without re-enrollment

We have enrollment cycle running from June to July and we get new rates every next cycle.

Now we know that unless the life event is processed again for employees, new rates are not effective.

So is there any way possible so that new rates are effective without having to re-enroll them?

This will help us save a lot of work needed running open enrollment for them.

We have completely Manual process for enrollment. i.e. Only Admins can do the enrollments.
