Performance and Goals Overview - White screen for Matrix Managers with custom access

Summary:

We are setting up an additional manager (matrix manager) type for Mentors. We are also creating a custom role to restrict most access to their dotted line reports except for employment details and performance reviews. I have the performance review setup for the mentor to access, but I'm trying to give them access through My Team > Performance Overview > Teammate > Performance Documents, rather than going to Me > Career & Performance > Feedback > Feedback About Others.

What privilege or role gives access to the Goals and performance Overview area? I have given the Mentor role all the performance document and development goal access that the line manager has along with Feedback access. When I navigate to the teammate as a mentor though, I get a white screen.
