Update framework text in email for approval rejections

Summary:

Hi!

We made comments as mandatory for rejecting performance document. with this when the manager is rejecting the Performance from email notification, an framework text

"Note: Comment is required for this action. You can also add attachments to the task by attaching them to this email." is displaying.

And if the manager still rejects the performance without comments they will get an email with below text

"Your response to this notification was not processed. User comments are expected for action "REJECT" on this Task. This action on task requires the user to provide comments while acting on it. Make sure that the comments are provided while acting on this task."
