How do I add new zones in the expense rate determinants for per diem?

Setup & Maintenance > Financials > Expenses > manage expense policies

I can edit the per diem rates in the spreadsheet, but I cannot add new zones in the spreadsheet. I need to create a new zone. I've been looking on oracle docs for the answer but have had no luck.
