WF Compensation: Not able to change Cycle Status back to Active

Summary:

Hi

I changed Cycle Status in the Active Plans screen to Closed. Now I want to change it back to Active but the screen is read only for this cycle.

I checked cycle access and update periods. Both have future end dates. Plan itself is active.

I have full permissions. In the additional closed cycle I can update its status from closed to active in the same Active plans screen.

What am I missing?
