Is it possible to unblock a particular resource in a location resource via agent?

We want the location resource to be blocked until we need it for a particular type of shipment (returns). We need the resource to be unblocked via agent and to schedule the appointment in this resources. We do not want it to be always open because the users could use it for another shipment type that should not be allowed in this location resource.

The Appointment Rule Set is not valid for us because we allow infeasible appointments, so although this location resource is not compatible with another type of shipments different than the returns, when there is no other resource, OTM and the users will use this location resource, since the infeasible appointments are allowed
