Should I be able to view goals and performance docs for leavers?

Summary:

I am building data removal policies to ensure we comply with GDPR and I have realised that I don't seem to be able to see goals or performance documents for people who have left the firm. I have ticked the Inactive option in the filters but I still can't find any. Does anyone else have a different experience?
