Can we lock access to performance reviews during calibration to prevent new submissions

Hi All

I was wondering if it was possible within Oracle Performance management to prevent new submissions of performance document , i know due dates are not enforced but we want to essentially lock down access to submit evaluation tasks.

Is there a way of enforcing a date from which no changes can be made to a performance document.
