why first FYI is not working in absence approval

We are trying to create approval flow for the absence type 'Sick Leave' and approval flow is configured as below-

First FYI(Direct Supervisor) → HR Approver → FYI (Direct Supervisor)

but in this case direct approver mail is coming Instead of first FYI mail, and once HR approved second FYI mail is coming

Kindly suggest on this.
