Cannot search for employee in performance goal redwood page

Hi Everyone -

We have one role that is not able to search employees under the performance goals page. The role can see the employee in reports and person management, but not just in the performance goals redwood page. The Manage performance goals by HR privilege has been assigned. Am I missing a specific security policy?
