Performance document Transfer in Redwood: Employee role can access performance document

Even though the user does not have Line manager role. They are able to access and work on the performance document transferred to them

Dear Experts,

Today we noticed that when a random person's(not in hierarchy) performance document is transferred to a user (with only employee role).

The user is able to access this random employee's performance document and even work on it and submit.

This was not possible in Responsive pages.

Is this an enhancement in Redwood pages ?
