Line Manager unable to add ICP for his direct report

Summary:

Hi All,

When manager is trying to add ICP to his direct report he is getting below error:

"You don't have permission to access this information. Contact your help desk. (FND-13)"

Navigation:

My team>show more>compensation>individual compensation>search for an employee and above error is coming.

Checked the data role, everything is fine.

Recently we got 24c in our POD. Could this be a bug?
