bulk copy performance goals from one review period/goal plan to a new review period/goal plan

Hi,

I need to copy all employees' goals from 2023 goal plan to 2024 goal plan. For that reason, I was following support document

I was using the below dat structure to copy the goals

METADATA|GoalPlanGoal|GoalPlanGoalId|GoalId|GoalPlanId

MERGE|GoalPlanGoal|30000017XXXXXXX|30000013XXXXXXX|30000014XXXXXXX


using the above, I was able to copy one goal for one employee. when I tried to copy another goal, the first goal copied was overridden by the second goal. When trying to load all employees' goals, I was getting errors.
