Redwood UI: Timecard start and stop time fields need to make required

Summary:

We would like to make start and stop time card fields required in Redwood time card for regular time entry. Currently, if user enter only quantity and click on save then it saved. We want to avoid this and want user must enter the start and stop time. Any idea how we can achieve this.
