Default ship to location not loading at sales order creation

So I have a customer (Party) with an account with only a bill to site. The ship to is another party with account having the ship to site. I have created the account relationship linking both the account. But when I create a sales order with the Customer ( with bill to account), the ship-to is not automatically defaulted at the order entry. I want the ship-to be defaulted automatically.

How do I resolve this issue?
