goal items not displaying in performance document

Summary:

We have previously been able to configure performance documents where the goal items are displayed in the evaluation page even when item ratings and comments are disabled. This is useful when we want to gather only section ratings and comments but have all relevant goals and weights shown on a single page.

For some reason this is no longer working in the goals section despite using the same settings.

We also have a competency section using a similar set up, but the items are displaying in this section as described above.

Any idea what is happening?
