Undo Goals Cancellation in Redwood when Maximum Goals Limitation is Enabled

When goals are cancelled, we can add additional new goals up to the maximum goals limit. Let's say this is 5 goals. However, if we had 3 goals in cancelled status, then we are reverting the cancellation, we are able to add those 3 goals in addition to the existing goals, without any limitation. The result is that we can end up with 8 goals. Is this an expected behavior?
