How to see the log from Target Plan Formula?

I am not having any success including conditional logic in an absence plan Target Plan Formula for balance transfers. The configuration works with simple formula that simply returns the target plan with no additional criteria. With any if-then statement to pick between 2 similar target plans the balance transfer does not occur. Where could I find the log for the Target Plan Formula to trace and debug?

I do not see the formula type available as a selection under Benefits Administration > Plan Configuration > Evaluate Formulas and Eligibility Profiles.
