Performance Form Workflow and Document

Summary:

Is there a way to mark the 'overall assessment' comments at the top of the performance doc as optional? Right now it's mandatory and it shouldn't be, there are enough comments being made throughout the document.

Additionally, is there a way to change the overall comments in the performance goals section as optional? Employees made comments on each goal so overall comments at the bottom of the section are not necessary. We want employees to be able to move forward without needed to comment in this Summary Employee comments box.
