Case management page is loading empty

Have enable the case Management and given the appropriate roles to the users, scheduled processes needed for the roles sync has also been done. However, still the case under Service is loading empty.

Found the below document on the Oracle Support which defines the following steps, still the issue persists. Does anyone know why this must be happening?

1. Navigate to Setup and Maintenance.

2. Search for task 'Configure Adaptive search'.

3. Select the task and select the 'setup' subtab.

4. Select the checkbox for 'Case' under 'Service' object.

5. From the 'Actions' drop down select 'Full publish'.

6. Select the Monitor tab on the left.
