Update goals centrally after they have been massively assigned in the goal plan by HR Specialist

Hello experts,

we have the following requirement:
after HR Specialist massively assign goal plans and goals within the goal plans, there is a custom field (called Effective Value) in the basic info section that should be manually updated - always by the HR Specialist, and then it should reflect in the goals that each employee has in his/her goal plans.

Does anyone know how we can achieve this without recurring to HDL/HSDL?
