Request Not Started When Loaded Participants via HDL

Loading participants via HDL doesn't reflect correctly.

Hello Everyone,

After I loaded participants into anytime document via HDL, they were added with Not Started status:

This resulted for the participant employees to have received no requests in their Participant Feedback for Others screen.

What could be the reason for this?
