How to enable responsive mobile with Redwood desktop

Summary:

We have enabled Redwood pages for Time and Labor, but this also migrated the mobile pages to Redwood which is not fully enabled yet, so Oracle is saying to use the Responsive pages on mobile devices still. How do you have Redwood only enabled for desktops and Responsive for mobile devices? We currently have the HWM_WORKER_RESPONSIVE_PAGES_ENABLED profile option set to Y, but the mobile devices are showing the responsive pages.
