Can the HR Representative be used in Plan Hierarchy to add merit even though they are not managers

Summary:

The award recommendations are given by compensation/HR representative within each Organization for the compensation cycle. The line managers do not view or update these recommendations in the application. These representatives are not line managers. Wanted to know if there is a way to use the plan hierarchy to access to the worker data and give merit/bonus to the employees? Also, can a Organization Tree be used as part of hierarchy?
